ARServices is seeking a Contracts Administrator to work in the Falls Church, VA area.

A Contracts Administrator will join our Corporate Finance and Accounting Team. This individual will have experience in managing contracts and subcontracts of all types at the Federal level and will apply business acumen and regulatory knowledge to contract/subcontract negotiation and management, corporate procurement functions, and support proposal development. The successful candidate will be a direct report to the Director of Contracts & Pricing and will work closely on a day-to-day basis with program managers, operations, and ARServices’ business development and capture team. This position is based in Falls Church, VA and will involve occasional local travel to client meetings and other ARServices locations in the National Capitol Region (NCR).

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
  • Serve as the ARServices point of contact for contract/subcontract negotiation, contract/subcontract administration, and customer contact in accordance with company policies.
  • Experience maintaining government-wide acquisition contracts (GWACs) and General Services Administration (GSA) Multiple Award Schedule (MAS).
  • Negotiate terms and conditions for non-disclosure agreements and teaming agreements.
  • Oversee the subcontractor management process that includes coordinating with managers to prepare and issue RFQs, reviewing subcontractor proposals, preparing/negotiating subcontracts, task orders, and purchase orders and modifications.
  • Assist in screening and identifying organizational conflicts of interest (OCI) and develops avoidance and/or mitigation strategies associated with actual or potential OCIs.
  • Maintain current contract and subcontract data in Deltek Costpoint.
  • Manage direct and indirect procurement functions in Deltek Costpoint.
  • Ensure program staff operate in compliance with contractual terms, including overarching regulatory requirements including, but not limited to, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), International Traffic in Arms Regulations (ITAR) and Service Contract Labor Standards (SCLS).
  • Review subcontractor and consultant invoices.
  • Negotiate, administer, extend, and terminate agreements.
  • Assist with proposal preparation and business development activities.
Security Clearance Requirement:
Active/current Secret clearance is required.

Required Qualifications:
  • Bachelor’s degree in a related field. 
  • A minimum of eight (8) years of contract/subcontract administration experience.
  • Detailed knowledge of procurement regulations, i.e., the FAR and associated agency supplements.
  • Proficiency in using the Microsoft Office suite of productivity applications (Outlook, Word, Excel, PowerPoint) and with Microsoft Teams/SharePoint.
  • Excellent critical reasoning and problem-solving skills.
  • Knowledge/experience with the Deltek Costpoint Purchasing Module.
  • Strong interpersonal, oral, and written communication skills.
Preferred Qualifications:
  • Certified Professional Contract Manager.
  • Excellent desktop publishing skills.
  • Experience with contracts in international locations.
  • Fast paced, deadline-oriented environment.
